Lord Palatine:
The day that civilization fell.

Everything at once.  No one is sure why or how it happened.  Not for sure.  A virus was released into the computers of the world.  Windows, DOS, LINUX, MAC OS, nothing was safe.  And when the computers fell everything went with it.  Power distribution, air traffic control, hospitals, government systems, even the internet went dark.  It would be days before the virus ran its course, and in that time all of the hidden horrors of the world were released.  The power came back, in most places, other remained dark, or have since gone dark as the continuing effects of the Endgame make themselves known.
Containment protocols failed and diseases were released upon the world, and none grimmer than an experimental retrovirus that was engineered to halt death and aging.  This spread to the widest corners of the world, it didn't halt the aging process, it made the dead walk.

By the end of the dead plague four and a half billion dead walked the earth.  Those that dies rose and took more with them, and slowly but surely at the end of the plague one-sixth was all that remained.
Other things were released too.  Experimentation had run to many ends, even to attempts to return extinct species to study them.  Proof that the ability to do something isn't the best reason to do something.  A creature like a velociraptor may be an interesting study in the lab, but a breeding pair released on the world, unchecked, is a fundamental restructuring of the food chain.  Unwary humans would soon discover this at their own peril.
Other things shall be revealed in the fullness of time, because there was more hidden in the labs of the world than just oddities and hopeful cures.  There are things that gather in the hidden places, gaining in strength, gaining in hunger and ambition.  Things that are biding their time before they reveal themselves.

Differences in Resources
The closer you are to major cities the less available to you.  Cities have a higher concentration of people competing for what is there, and the competition is violent.  Factions struggle for control of more of what is there and choke anything for unaffiliated people to anything.  Electricity, fuel, food, water, phones, internet, all of these things are fought over.

Landline phones are dodgy, reliant on hubs of communication and these are in the hands of groups within the cities.  Within smaller towns they are viable because the city governments have cut the system to only the area in and around their town.

Cell Phones
"Can you hear me now? ... Oh."   About 60% effective, at least out of the major cities, in the cities 20%.  Most of the major cell systems have been unlocked, the billing and control protocols turned off so everyone can at least have a good chance of communicating.

Satellite Phones
About 90% effective, they rely on little earthbound control and so their use is pretty open, even in the cities, but possession of a Sat Phone in a city can get you killed.

About 80% effective, 30% in major cities.  Cellular modems are popular for this, but there are still some cable and hard wired systems still working away from the major cities.


About 45% effective, 5% in major cities.  Most is local only, but a few major sources such as hydroelectric and nuclear still exist, controlled mainly by the National Guard troops for the area.


On the decline, there are large stockpiles, and those with any sense are combining it with other elements to make ethanol and bio-diesel, but it is starting to run out.

The cities are starving, quickly.  Most stockpiles are gone and their ability to produce is about nil.  Gatherer groups are ranging out, but most people near cities have moved farther away for their own safety.  Rural communities are getting by, many thriving, and there are still opportunities to scrounge where the people have left..


It could be 5, 50 or 500 of them, they tend to speak little but hit hard and fast and gather everything that they can and run.  They mostly come from the cities, looking for things to trade or weapons and supplies for their faction.

The gangs are the leftovers from the street and drug gangs of the cities.  Face it, when the world falls apart the addicts will be among the first to go, and then of course supplies will dry up, and so they moved on to other things.
